SENATE CONCURRENT RESOLUTION NO. 30

Hunter, Caldwell, Wooton, Bowman, Anderson, McCabe, Helmick,
Fanning, Kessler, Minard, Sharpe, Ross, Mitchell, Minear, Plymale,
Deem, Sprouse, Boley, Chafin, Jackson and Tomblin, Mr. President)
Requesting the Development Office research the feasibility of
bringing a NASCAR racing facility to West Virginia.

Whereas, Since its birth in 1948, NASCAR racing has become the
most popular spectator sporting event in the United States; and

Whereas,
West Virginians are among the most ardent, vocal and
loyal fans and financial supporters of NASCAR racing; and

Whereas, This state is ideally located geographically to
seriously consider the feasibility of establishing a NASCAR racing
facility in West Virginia; therefore, be it

Resolved by the Legislature of West Virginia:

That the Development Office is hereby requested to research
the feasability of bringing a NASCAR racing facility to West
Virginia; and, be it

Further Resolved, That the Development Office consider the
feasibility and possibility of private partners in such a project,
likely geographic locations in the state and bordering states
(including population density within 150 miles of the sites
considered and the general locations), access to interstate
highways and airports, and contributions to West Virginia taxes in all forms, including research and study of economic benefits to
these geographic areas and the state as a whole, but not limited to
enhanced business sales taxes for both state and local governments;
and, be it

Further Resolved, That the Development Office report to the
Joint Committee on Government and Finance
on or before the first
day of December, 2002, on its findings, conclusions and
recommendations, together with drafts of any legislation necessary
to effectuate its recommendations.
